DFW roofing field report · contractor credentials · October 2026
Texas does not currently issue a statewide reroofing-contractor license, but that does not mean a roofer can ignore local requirements. Dallas–Fort Worth cities use different contractor-registration, permit and insurance rules, and state licenses still apply when regulated trades such as electrical, plumbing or HVAC work are part of the project.
Does Texas require a roofing contractor license?
As of October 1, 2026, Texas does not have a state-issued license specifically for reroofing contractors. The Texas Legislature considered House Bill 3344 in 2025, which would have created state regulation and licensing for reroofing contractors through the Texas Department of Licensing and Regulation, but the bill did not reach a House vote or become law.

State license, city registration and permit are three different things
| Requirement | What it means | Who controls it |
|---|---|---|
| State occupational license | A license issued by a Texas state agency for a regulated occupation or trade. Texas currently does not issue one specifically for reroofing contractors. | Texas state agencies and statutes. |
| City contractor registration | A local registration that may be required before a contractor can obtain permits or perform regulated work in that city. | The individual municipality. |
| Project permit | Approval for the specific construction scope. Whether a reroof requires one varies by city and by the amount/type of work. | The authority having jurisdiction. |
DFW contractor-registration comparison
| City | Local contractor rule | Roofing-specific takeaway |
|---|---|---|
| Dallas | Dallas maintains general-contractor registration; the city’s registration form identifies roofing contractors as part of the general-contractor category. | Verify the roofer’s Dallas contractor registration when the project requires city permitting. |
| Frisco | Contractors must register with Building Inspections before doing work; general contractors are among the registration types. | Registration is tied to required documentation and the expiration of general-liability insurance. |
| Fort Worth | A firm obtaining a permit under the city’s building codes must have a valid contractor registration on file, subject to limited owner exceptions. | Building-contractor registration is annual; Fort Worth currently lists an annual registration fee. |
| Arlington | General and construction contractors must be registered with the city to acquire a building permit. | Arlington specifically tells homeowners to search contractor registration and prior permit activity. |
| Garland | Roofing contractors register as general contractors and provide proof of insurance. | Garland’s roofing guidance explicitly requires roofer registration and insurance documentation. |
| Denton | Denton requires all contractors to be registered to perform work. | General contractor registration is annual; Denton’s residential reroof guidance also requires registered general contractors. |
| Carrollton | All contractors, including the general contractor, must register and stay current when a permit is required. | Carrollton’s contractor registration is renewable annually and is currently free. |
| McKinney | McKinney says general-contractor registration is not required, although the GC uses a CSS account; state-licensed subcontractors must register before permits can be issued. | Do not assume every DFW city uses the same contractor-registration model. |
Dallas contractor registration
Dallas’s general-contractor registration form identifies roofing contractors within the general-contractor category. The city’s contractor web portal also requires companies to have registered with Building Inspection before obtaining contractor web access.

Frisco contractor registration
Frisco requires contractors to register with the Building Inspections Division before doing work. General contractors are included among the trades that must register. The city states that registration must be current before most permits can be submitted, and the registration expiration follows the contractor’s general-liability insurance expiration.

Fort Worth contractor registration
Fort Worth requires a valid contractor registration for firms, businesses, individuals or organizations obtaining permits related to the city’s building codes, with limited owner exceptions. For a building-contractor registration, the city requires a completed application and a valid driver’s license. Fort Worth currently lists an annual fee of $168.75 for building contractors.

Arlington contractor registration
Arlington’s homeowner guidance says general and construction contractors need city registration to acquire a building permit. The city recommends checking both the contractor’s business registration and prior permit activity. Its reroof technical bulletin also states that all contractors must be registered to perform work in Arlington.

Garland contractor registration
Garland’s re-roofing guidance says roofing contractors must register as general contractors and provide proof of insurance. Its contractor application explains that the general-contractor category includes roofing contractors and requires roofing contractors to provide a certificate of insurance naming the City of Garland as specified by the city.

Denton contractor registration
Denton states that all contractors must be registered to perform work. Its current registration page lists general-contractor registration as an annual registration and its residential roofing guidance requires contractors performing residential reroof work to be registered as general contractors before the roof permit is issued.

Carrollton contractor registration
Carrollton says all contractors, including the general contractor, must register and remain current for permitted projects. The city currently describes contractor registration as renewable annually and free. A contractor whose registration has expired can prevent further inspections from being requested on the project.

McKinney uses a different model
McKinney’s current contractor-registration page says general-contractor registration is not required and no GC registration fee or form is required. The general contractor instead creates an account in the city’s Citizen Self Service portal. State-licensed subcontractors such as electrical, plumbing and mechanical contractors have separate registration and license-document requirements.

What a homeowner should verify before signing
- Correct legal business identity: the name on the proposal should match the company you are hiring.
- Local contractor registration: when the city requires one, confirm it is current.
- Project permit: determine whether the actual roof scope requires a permit in that jurisdiction.
- Insurance documentation: ask for current insurance evidence and verify any city-specific requirement.
- Licensed specialty trades: electrical, plumbing, HVAC or other state-regulated work must be handled under the applicable state licensing rules.
- Written scope and warranty: compare exactly what is being installed, excluded and warranted.
- Local project evidence: verify completed work rather than relying only on a service-area claim.
