Often, if compatible materials are available and the surrounding roofing is in suitable condition. An inspection establishes the extent of damage and whether the repair can be performed properly.

Does wind damage always mean a full replacement?

No. The recommendation depends on the extent of damage, the condition of the remaining roof and the feasibility of repair. There is no universal shingle-count rule.

Should I put loose shingles back myself?

Stay off the roof. Keep safe ground-level photos and ask a roofing professional to inspect the damaged area and its attachments.
