Code allows one existing roof to be recovered if it is dry and sound. A moisture scan decides; wet insulation must come out.
Insulation and energy code
The 2018 IECC requires roughly R-25 to R-30 above deck on a replacement. Tapered insulation adds cost but solves ponding.
Details and equipment
